Looking at the news of the hills in this week it is so evident that there is a need for a watch dog. It is absurd to hear that the official files are found in the houses of councilors. It is also absurd that the contracts were given on the basis of the recommendation letters of the ex councilors in their writing pad.
What actually has gone wrong? The Ghishing rule was governed by poor governance. He did what he thought right and what he wanted. No one raised the voice. Even the voices of opposition parties were not heard apart from the election campaign. The accumulated poor governance had accumulated the misuse of 200 crores. (It should be more than that). Now who is accountable for the loss of Rs. 200 crores? Ghisingh? GNLF? West Bengal Government? Public? I had a talk yesterday with one of my colleague at Darjeeling (a teacher). He was saying the teachers have not received their salaries till date. Forget about the adhoc teachers. What will be the fate of all those adhoc teachers or workers?
There is a need for the Social accountability. The leakages have to be plugged. Question arises who will take up this?
Tthere is a need of a strong civil society who can be make government responsible as well as accountable for their act. There should be a strong body comprised of intelligentsia, NGO, artists, merchants etc who can question the government, who can help government constructively, who can make government accountable. In the present scenario DGJM acted like an influential civil society and they did achieve their goal. Now who will stand against them when they fall in the same line of Ghisingh? There is no doubt that the corruption charges that has been levied on Ghisingh or GNLF is not only on him or his party but Bimal Gurung, Pranay Rai (MLA Darjeeling), Gaulan Lepcha (MLA Kalimpong) are also part of it. Who will question them? Dr Harka Bahadur Chettri is busy with political activities under DGJM and is one of the forces behind the ousting of Ghisingh and file case. But who will question him or make him accountable that as a govt servant he should be teaching in school and completing his syllabus. His students are writing their exams. No one knows how they completed their course.
I do hope that Darjeeling hill will grow upward. It is time for the public to rise. Open the eyes and see. Public have the right to development and leaders should deliver. National Budget is over and state budget will be declared soon. Are we negotiating with the state government on Hills’ budget or still busy with the petty politics? Hill people need development, tourism should grow, and we have the right to drinking water. And above all Public supported Bimal Gurung because he promised Gorkhaland. Bimal Gurung, its your turn to deliver.
